Governance often prioritises short-term concerns, overlooking the long-term implications of decisions on future generations, yet climate change, demographic shifts, and geopolitical instability demand a shift towards more anticipatory, intergenerational policymaking. This paper outlines Finland’s well-established foresight ecosystem, examining its successes and limitations in bridging the “impact gap” between futures knowledge and policy action, highlighting the need for institutional frameworks that systematically consider long-term consequences. It presents three key pathways: embedding foresight into decision-making, expanding futures literacy, and strengthening recognition of future generations’ rights, advocating for reforms such as future impact assessments, cross-sectoral coordination, and enhanced public participation.
Civic space actors, policymakers, and researchers will find actionable insights on fostering a governance culture that values long-term well-being over immediate political cycles. With lessons drawn from Finland and international examples, this publication serves as a guide to translating future awareness into concrete actions that ensure resilience, sustainability, and intergenerational fairness.
